Overview

United Way of Greater Milwaukee & Waukesha County is seeking an evaluation partner as we pilot a project to calculate Social Return on Investment (SROI) metrics for one of our key initiatives: Reducing Barriers to Employment and Advancement (RBEA).   

2026-2027 Timeline

FAQ

  • What are the eligibility requirements? 
    • Any organization in good standing with the IRS is eligible to apply. Tax exempt status is not required. 
  • Can my organization submit multiple applications? 
    • No, only one application may be submitted per organization 
  • How are the applications scored? 
    • Please see the RFP Scoring Rubric, included in the application materials under Resources.
  • My company is incorporated out of state, but I am in the four-county area. Can we count as being in the four-county area for scoring purposes?
    • Yes
  • How much data already exists to identify the SROI metrics?  Would new data collection be involved in this project?
    • In the Resources section, I’ve attached the items already included in the Year End report data collection for the RBEA programs. If you think that more data collection would be required to appropriately calculate SROI metrics, please include that in your proposal. 
  • How many funded programs are in each RBEA pillar?
    • Education/Certification: 10 programs
    • Transportation: 3 programs
    • Justice System Involvement: 7 programs
    • Employment: 8 programs
  • Do you expect the stakeholder group sessions to be in person or virtual, and who do you anticipate being part of those groups?
    • We are anticipating them all being virtual, although we are open to in in-person stakeholder meetings if that’s a better fit for everyone involved. The two primary non-staff groups that we expect will be important are a group of the funded programs and at least one of our donor networks, who are volunteers that are committed to a specific key initiative area. There is an in-person roundtable of RBEA funded programs already scheduled to meet on 11/4/2026, so it’s possible that it will make sense for that conversation to happen then, but a virtual session at a later date is also totally acceptable.
  • Is government a stakeholder for this project?
    • No. We do have one government affiliate that is funded by RBEA, but we have no government grants or other government oversight needed for this project.
  • One of the RBEA funded programs is a client of ours. Would that be a conflict of interest?
    • No, that shouldn’t be an issue for this type of project.
